Opening the session of parliament, President Obote sent a message of the seventies to the nation, saying: "In our march through the decade into the sunshine of political and economic freedom, let the beat of our drum, and not the trumpets and bugles of others, be the pacemaker." He added: "We must cultivate and develop greater courage and boldness than hitherto for the consolidation of the gains of the past decade and the creation of new conditions for the advancement of all."
