This is the second official visit as president of South Africa that Mandela has made to Libya, the first being in 1994, shortly after the first democratic elections. Libya has been an ally to the anti-apartheid movements since Colonel Muammar Gaddafi came to power in 1969, providing funding and support to the African National Congress (ANC).
